Declaration Requirements for EU Countries

• The 27 EU countries refuse to accept shipments with a declared value of less than 150 USD.

• For shipments to the UK, transaction certificates must be provided regardless of the declared value.

• If DHL suspects under-declaration (it does not mean there is no problem if the declaration is more than 150 USD), resulting in return or additional fees, the shipper shall bear the responsibility, and no dispute will be accepted.

• Transaction certificates must be submitted to our company together with invoices and waybills. If no transaction certificate is provided with the shipment, DHL will directly return the shipment if it is seized or suspected of under-declaration, regardless of the declared value. At that time, the re-issuance fee and return freight will be paid by the shipper, and no dispute will be accepted.

Special Cargo Handling

• Battery-containing goods: We accept battery-containing goods with no additional fees, but it must be clearly indicated on the packing list that the goods contain batteries. If our company finds that the goods contain batteries without indication during operation, an inspection fee of 200 RMB per shipment will be charged. If DHL finds it, the inspection fee will be 2000-50000 RMB, which shall be borne by the shipper, and no dispute will be accepted.

• Radio wave-emitting products: For products that can emit radio waves such as mobile phones, walkie-talkies, and routers, a telecom certificate must be attached to the shipment. If there is no telecom certificate, a fee of 50 RMB per shipment will be charged; for more than 50 units, the fee will be 2 RMB per unit.

Customs Clearance & Duty-related Services

• Individual customs declaration: The fee for individual customs declaration is 200 RMB per shipment. The packing list must be marked with "individual customs declaration" for handover. If the shipment is exported without customs declaration due to failure to mark, our company will not be responsible, and the shipper shall bear the corresponding responsibilities.

• Duty prepaid: We accept duty prepaid services. If the shipper pays the destination import duties, a handling fee of 2% of the total destination taxes will be charged, with a minimum fee of 150 RMB per shipment. The specific taxes and handling fees shall be borne by the shipper, and no dispute will be accepted. If it is required to change to duty prepaid after the shipment is delivered, an additional duty prepaid handling fee of 85 RMB per shipment will be charged. If the consignee refuses to pay the taxes, customs clearance fees, customs fines, etc. incurred at the destination, our company will directly collect them from the shipper and charge the handling fee according to the standard. No dispute will be accepted.

Additional Surcharges

• Overweight/overlength shipment surcharge: The above surcharges are not叠加收取 (stacked). If the single side exceeds 100cm and the chargeable weight of a single piece is within 25-69kg, only one overlength/overweight fee of 160 RMB × fuel surcharge per piece will be charged. If the overweight fee for a single piece over 70kg has been charged, the overweight fee for over 25kg and the overlength fee for over 100cm will not be charged again.

• If the single side length of a single piece exceeds 100CM (including 100CM), an overlength fee of 160 RMB × fuel surcharge per piece will be charged.

• If the actual weight of a single piece exceeds 25kg (including 25kg) but is within 25-69kg, an overweight fee of 160 RMB × fuel surcharge per piece will be charged.

• If the chargeable weight of a single piece exceeds 70KG (including 70KG), an overweight fee of 850 RMB × fuel surcharge per piece will be charged.

• Address change surcharge: If the shipment cannot be delivered due to incorrect or incomplete consignee address, the customer needs to provide a new delivery address for re-delivery. An address change handling fee of 100 RMB per shipment plus the official re-delivery fee will be charged. The official re-delivery fee shall be subject to the official bill and borne by the shipper. No dispute will be accepted.

• Non-stackable shipment surcharge: 2500 RMB × fuel surcharge per piece. Applicable to:        Since this fee cannot be predicted before shipment, our company shall be subject to the bill issued by DHL. If it is not collected before shipment and DHL issues the fee later, our company will try to appeal, but there is no guarantee of success. If DHL cannot appeal within one week, the fee shall be unconditionally paid by the shipper. No dispute will be accepted.

• Goods with marks/text indicating non-stackable on the outer box.

• Outer packaging that cannot bear the weight of other stacked goods.

• Remote area surcharge: A remote area surcharge will be charged at a rate of 5 RMB/KG × fuel surcharge, with a minimum charge of 250 RMB × fuel surcharge per shipment. The customer is required to check the remote address in advance, and our company will not check it on behalf of the customer. If it is not collected before shipment, it shall be subject to the bill issued by DHL, and the fee shall be paid by the shipper. No dispute will be accepted.

• High-risk area surcharge: Due to wars, riots, strikes, or terrorists in the destination country, DHL operations are at risk, and this fee will be charged at a rate of 260 RMB × fuel surcharge per shipment. The involved countries include: Afghanistan, Iraq, Libya, Somalia, Mali, Niger, Sudan, Syria, Burkina Faso, Lebanon, Yemen, Venezuela, Haiti, Democratic Republic of the Congo, Israel, Ukraine.

• Restricted destination surcharge: Generally refers to the surcharge for countries restricted by the UN Security Council trade sanctions, charged at 325 RMB × fuel surcharge per shipment. The involved countries include: Central African Republic, Democratic Republic of the Congo, Iran, Iraq, North Korea, Libya, Somalia, Syria, Burkina Faso, Lebanon, Yemen.

• Customs clearance storage fee: If customs clearance cannot be completed due to inaccurate or missing customs declaration documents, storage fees will be charged 3 days after the goods arrive and the agent is notified of customs clearance. The charge standard is: 42 RMB per shipment per day + 0.9 RMB/kg per day.

• Third-party customs clearance surcharge: This price does not include the third-party customs clearance surcharge, which has a minimum of 100 RMB per shipment. The final fee shall be subject to the DHL bill. Since this fee cannot be predicted before shipment, if it is incurred later, it shall be paid by the shipper. No dispute will be accepted. For example, if the tracking shows that the consignee designates a customs clearance agent to handle customs clearance, a third-party customs clearance surcharge will be incurred.
