Additional Fees & Account Usage Charge
For miscellaneous fees (return fees, customs duties, address change fees, etc.), a 2% account usage fee will be added based on the official DHL bill amount. This fee will not appear on the official DHL bill and is subject to our company’s invoice.
EU Declaration Requirements
The 27 EU Member States (including Belgium) refuse shipments with a declared value below 150 USD.
For shipments to the UK, transaction certificates are required regardless of the declared value.
If DHL suspects under-declaration (declaring over 150 USD does not guarantee no issues), resulting in returns or additional fees, the shipper shall bear full responsibility with no disputes accepted.
Transaction certificates must be submitted to our company along with invoices and waybills. If no transaction certificate is provided with the shipment, DHL will directly return the cargo if seized or suspected of under-declaration (regardless of declared value). The shipper shall cover re-dispatch fees and return freight, with no disputes accepted.
Prohibited & Restricted Items
We reject counterfeit goods, liquids, powders, drugs, weapons, tobacco, and other items prohibited for export by Chinese law. If prohibited items are found in a shipment, an inspection fee of 5,000-20,000 RMB per shipment will be charged, and the freight will not be refunded. No disputes will be accepted.
Special Cargo Handling
Battery-Containing Goods: We accept battery-powered items with no additional surcharges, but "contains batteries" must be clearly marked on the packing list. If our team discovers undeclared batteries during processing, a 200 RMB inspection fee per shipment will apply. If DHL detects undeclared batteries, the inspection fee will be 2,000-50,000 RMB, borne by the shipper with no disputes accepted.
Radio Wave-Emitting Products: For items emitting radio waves (mobile phones, walkie-talkies, routers, etc.), a telecom certificate must be included with the shipment. Without a valid certificate, a 50 RMB fee per shipment applies; for orders over 50 units, the fee is 2 RMB per unit.
Customs Clearance & Duty Services
Individual Customs Declaration: The fee for individual customs declaration is 200 RMB per shipment. The packing list must be marked "Individual Customs Declaration" for handover. If a shipment is exported without declaration due to missing marking, our company accepts no responsibility—all liabilities are borne by the shipper.
Duty Prepaid Service: We offer duty prepaid options. If the shipper covers destination import duties, a 2% handling fee (based on total destination taxes) applies, with a minimum charge of 150 RMB per shipment. Specific taxes and fees are borne by the shipper with no disputes accepted. Changing to duty prepaid after delivery incurs an additional 85 RMB handling fee. If the consignee refuses to pay destination taxes, customs clearance fees, or fines, our company will collect these amounts (plus standard handling fees) directly from the shipper, with no disputes accepted.
Additional Surcharges
Overweight/Overlength Surcharge:
Surcharges are not cumulative. If a piece is over 100cm in one side and has a chargeable weight of 25-69kg, only one 160 RMB × fuel surcharge applies. If the 70kg+ overweight fee is charged, the 25kg+ overweight fee and 100cm+ overlength fee are waived.

Address Change Surcharge: If delivery fails due to incorrect/incomplete consignee address, a 100 RMB address change fee + official DHL re-delivery fee applies. The official fee is subject to DHL’s bill and borne by the shipper with no disputes accepted.
Non-Stackable Shipment Surcharge: 2,500 RMB × fuel surcharge per piece, applicable to:
This fee cannot be predicted pre-shipment and is subject to DHL’s bill. Our company will attempt to appeal post-shipment fees, but success is not guaranteed. If DHL rejects the appeal within one week, the fee is unconditionally borne by the shipper with no disputes accepted.
Remote Area Surcharge: 5 RMB/kg × fuel surcharge, minimum 250 RMB × fuel surcharge per shipment. Customers must verify remote addresses in advance (we do not provide this service). Uncollected pre-shipment fees will be billed per DHL’s invoice and paid by the shipper with no disputes accepted.
High-Risk Area Surcharge: 260 RMB × fuel surcharge per shipment (due to war, riots, strikes, or terrorism risks). Applicable countries: Afghanistan, Iraq, Libya, Somalia, Mali, Niger, Sudan, Syria, Burkina Faso, Lebanon, Yemen, Venezuela, Haiti, Democratic Republic of the Congo, Israel, Ukraine.
Restricted Destination Surcharge: 325 RMB × fuel surcharge per shipment (UN Security Council trade sanctions). Applicable countries: Central African Republic, Democratic Republic of the Congo, Iran, Iraq, North Korea, Libya, Somalia, Syria, Burkina Faso, Lebanon, Yemen.
Customs Clearance Storage Fee: If clearance is delayed due to inaccurate/missing documents, storage fees apply 3 days after cargo arrival (notification of clearance request). Rate: 42 RMB per shipment per day + 0.9 RMB/kg per day.
Third-Party Clearance Surcharge: Not included in base price, minimum 100 RMB per shipment (subject to DHL’s bill). Unpredictable pre-shipment, this fee is borne by the shipper if incurred post-shipment with no disputes accepted. Example: Consignee-designated clearance agents (trackable via shipment status) trigger this surcharge.
Invoice Requirements
Invoices must include: Chinese & English product names, quantity, material, HS code, unit price, and total amount. Each product name must clearly note its HS code. Failure to comply means our company will handle invoice preparation, and we accept no responsibility for issues arising from our agency service.
Return Policy
Overseas returns caused by non-DHL factors: Return freight and related fees are unconditionally borne by the shipper. All overseas returns (including small parcels) use volumetric weight for calculation; chargeable weight is the greater of actual or volumetric weight. Return fees are subject to the service provider’s bill with no disputes accepted.
Deposit Requirements for Specific Countries
Shipments to Brazil, Qatar, and Saudi Arabia require a deposit (1,000-10,000 RMB per shipment, based on cargo volume). For exact amounts, contact our sales or finance department. Documents do not require a deposit.

Upon cargo delivery to our company, the customer is deemed to have read, understood, and unconditionally accepted all the following terms with no disputes. Our company retains the final right of interpretation.
Base prices exclude destination customs duties, re-delivery fees, inspection fees, storage fees, and return freight. If the consignee refuses payment, these costs automatically shift to the shipper with no disputes accepted. This clause is permanently valid.
The above additional fees are for reference only. Any unmentioned fees not collected pre-shipment will be billed to the shipper per DHL’s post-shipment invoice, with no disputes accepted.
